FFmpeg and Libav 'msrle_decode_frame()' Function Out of Bounds Denial of Service Vulnerability

FFmpeg and Libav is prone to a denial-of-service vulnerability.

Attackers can exploit this issue to crash the affected application, denying service to legitimate users.

NOTE: This issue was previously discussed in BID 65671 (FFmpeg Multiple Security Vulnerabilities) but have been given their own record to better document them.
